She spoke in a low voice & She spoke with a low voice.
I am wondering do these two sentences both right? or which one is right?

Both are correct grammatically, but I would say in a low voice in most cases.
They have very slightly different meanings depending on context, but I can't think of a sentence where using one over the other changes the meaning of the whole sentence.
