What is meaning "send off" in the football? Is this a red card?
And what is a difference between "send out", "send off" and "send away"?

Yes, 'send off' is a red card. The player is sent off the field.
Send out is to distribute - She sent out the wedding invitations. Americans particularly also use this to mean 'order' - my roommate sent out for pizza.
Send away is similar to send off. It means to make someone leave. Although 'send off' usually has more of an implication of returning soon.
