What do 'Is by' and 'Has by' mean?
- The book's by T.C. Smith.
What is that ['s] in that sentence?
Is it 'Is' or 'Has'?
So,
- The book is by T.C. Smith.
- The book has by T.C. Smith.
Would someone please tell me what 'Is by' and 'has by' mean?

The book is by T C Smith.
The verb 'has' would make no sense here.

It's "is". "By" signifies who created it, so it means the book was written by T.C. Smith. A lot of things can be "by" someone or something, like songs, books, clothes, etc.
