I dare say or I dare to say??
Which is the difference? many thanks

"I dare say" or "I daresay" means that you are highly believe that what you are about to say is correct but not to absolute certainty. "I dare to say" is usually never heard nor said. So as an example,
I daresay that "I dare to say" is hardly ever heard. :P
