Can I consider published as an adj in the sentence "A new article published today"?

Yes, you can. It's actually a past participle, representing an unexpressed relative clause : ' an article [which was] published today'. But it's functioning as a postpositive adjective here, because it's modifying a noun that comes before it. Past participles can function as adjectives in English in the same way as in Italian.
