There are four kinds of determiner ending forms(관형사형어미) for a verb
* present -는
저기 가는 자동차
* past (으)ㄴ
어제 먹은 빵
* incomplete past -던
어제 먹던 빵
* future -(으)ㄹ
내일 먹을 밥
내가 좋아한 사람 is past tense
A person whom I liked
내가 좋아하는 사람 is present tense
A person whom I like

g'day,
I think 은/는 --> Present tense, ㄴ --> Past tense.
좋아하는 사람 --> A person who is liked
좋아한 사람 --> A person who was liked
You can use this grammar point when you want a 'verb' to modify a 'noun'
좋아한 사람이 저의 친구이었어요 --> The person who was liked was my friend.
I'm only a student, so I hope this helps you, and I apologise if I made a mistake.
