Is there any difference in meaning, emphasis or something between:
你的头发多长?
and
你的头发有多长?

El significado de estas dos frases son iguales. 有 es como enfoca una frase más fuerte, en español, por ejemplo, ¿cuántos años tienes TÚ?
Por otro lado, casi no decimos esta pregunta porque no contamos el pelo nuestro. Puedes decir: 你的頭髮好長

To me, 有 in this sentence is more like a kind of emphasizer. The whole sentence can be understood more easily in the context or some specific circumstances.

No difference, it's just personal spoken habit.
For example:
你家离公司多远?=你家离公司有多远?
你多高?=你有多高?

你的头发有多长? is much formal, compared with 你的头发多长?
In daily communication, we prefer 多长?.
But you wiil see 有多长? in mathematical problem.
