The expression typically refers to a procedure involving unloading, or clearing, maybe cleaning or repairs, and preparation for next mission, journey or voyage, so as to be ready to receive new passengers, cargo, etc.
It could be used to refer to a purely administrative operation, in which a procedure was followed that, when complete, permitted a new registration, or an activity to start.
