I want to know if ~이란 is short for ~이라는 것은?
for example do these phrases have the same meaning?
사랑이란 좋은 느낌이 있는 것이다
사랑이라는 것은 좋은 느낌이 있는 것이다

Yes, they are the same thing except very slight nuance difference.
The "이라는 것은" is saying just about he same thing with more words.
