Can as well be used it negative sentences?
For example:
- I don't like this city
- I don't like it as well.
Is it correct? Or only "neither do I" and "me neither" are correct?in* negative...

No, it can't.
We use 'too', 'also' and 'as well' for positive statements. For negative statements, we use 'either'.
Person A: I don't like this city
Person B: I don't like it either.

It is correct to say 'I don't like it either.'
'I don't like it as well' is not correct.'
Your other two options are also correct responses to the original statement.
