The first word is very .. specific. I have never heard anyone say that. "Stammtisch" is the table for regular customers. "Ersatz" means "replacement", so in conclusion it would be a replacement for the regular's table, whatever that means in its context.
I would need a context for the second word because "Kommis" is not a proper German word as far as I know.
