I think that it is an American Term to describing university professors who are seeking a lifetime appointment in a university. I believe that a profession has several years to prove his or her value to a university through research and teaching at the university. He or she is on a tenure track for that period, during which time his peers observe and evaluate his or her work.
Hope that helps!
