what means red tape in English?
I'm confused...nope I should say what does red tape mean....

It means annoying bureaucratic paperwork which seems to have no real value.
e.g. All I wanted to do was apply for a new passport, but there was so much red tape to deal with. It took such a long time.

Cultural/historical note: centuries ago it was actually the custom to bind bundles of legal documents of red tape, and that's the origin of the phrase.
