If a woman say "He's something else" when she is asked "What do you think Ted(example)?", what does it mean?
Is this a positive meaning or a negative one?
I understood it's negative one when I listened this phrase on a TV.

Along those lines, context plays a big role on what the meaning can convey. So with this, it can go either way.

It can be either, depending on the tone of voice. If you understood it to be negative when you heard it on TV then doubtless it was meant negatively in that instance.
