Ligar, ademas de unir con cuerdas algo, por ejemplo, para lo que mas se utiliza es para denominar la accion de intentar enamorar a otra persona. ejem. Pedro esta ligando con Ana, Pedro intenta tener una relacion sentimental con Ana. Otro ejemplo, dos amigos/as: El sabado vamos a ir a ligar. Quiere decir que van a salir por ahi a conocer otras personas para una relacion, mas o menos larga, una noche o encontrar a una pareja para toda la vida.

Ligar - to flirt
For exaple: Lisa likes you and that's why Lisa tries to flirt with you.
Gustas mucho a Lisa y por eso Lisa trata de ligar contigo.
So, what kind of conclusion can be made here:
Use LIGAR if you want some specific girl falls in love with you.
Don't use it during the conversation with Latin American folks, they don't have it. It's a typical Spanish verb.
Instead of "ligar" you can use "enamorar a alguien" - "make someone be in love with you" or something like that.
