what dose this sentence mean? "The issue is not purely academic, a qualification which cynics are inclined to use for an issue of no practical importance."

Sometimes the difference between two things is very small. If you think this then you can say the English expression 'the difference is academic'. It means for normal people there is no difference. Only experts on the subject see a difference.
