What is the meaning of 'of insignificant appearance' when it is used to describe a person?

I think it just means 'ordinary' or 'boring looking'! i.e. no distinguishing features.
I think that typically western culture doesn't classify appearance as much as Chinese does, so it would be unusual to describe (say) someone's face shape. You would tend to just describe any significant features.
