A shinzen taishi is a goodwill ambassador. This title is often granted by UNICEF and other UN-related organizations to celebrities who work as representatives of the organizations to certain areas (behaving like ambassadors). Audrey Hepburn was one of famous goodwill ambassadors for UNICEF. Since these people are just volunteers and not representing the organizations from political perspectives, they are titled "goodwill (honorary)" ambassadors.
