Does it mean 'It is 10 minutes to 3 o'clock(2:50)'? Hypothesize that we all know it's going to be 3 o'clock.Oops, What does 'It is 10 minutes until.' mean?

'It's ten minutes until the film starts', for example, would mean that the film is scheduled to start ten minutes from now/ in ten minutes' time.
