How can I express that someone intentionally want to cause me trouble? mess up with me? cross me up?

Do you mean something like "be out to get you" or "do you over"? For your suggestions, the proper phrases are "mess me up" or "cross me" (which could simply mean that they act against your wishes).

What type of trouble? Juts sayin they are intentionally hurting you could be one way or they are trying to be difficult.
