Il se situe / Il se trouve / Il est situé dans le 15e arrondissement de Paris.

If he lives in the 15e ... It's better to say "il habite dans le 15e arrondissement " but if he is in the 15e ... today or for the moment you Will use "il se trouve " . Il se situe is more for a landscape , this country "se situe" in ... or north to ...
