"Whenever you are sad or happy i am here for you"
There's a few different ways to say it.
네가 슬프거나 기쁠 때면 (널 위해) 내가 여기 있어. (most literal)
슬플 때나 기쁠 때나 네게는 (항상) 내가 있어. (more natural)
(네가) 슬프든 기쁘든 난 항상 네 곁에 있을 거야.
(네가) 슬플 때건 기쁠 때건 난[내가] 널 위해 여기 있다는 걸 기억해. (.. remember I am here for you.)

If you translate "i'm here for you" directly in Korean, it sound a bit awkard.
I would say
너가 슬플 때나 기쁠 때나 난 늘 네 곁에 있을 거야.
난 늘 네 곁에 있을 거야 = I will always be there with you.
