Pleasure is mine.
With pleasure.
I heard it several times, does it make sense? Is it a proper way to say you are welcome?

'The pleasure is/was all mine' - this is the full way of saying it.
It's a way of graciously saying, 'You're welcome." Or the very informal, 'No probs!' (no problem)
'With pleasure' is fine too.

Yes, but add "The" (that is, "The pleasure is mine"). You can also say, "My pleasure."
