What's the difference between "of presiding over" and "how to preside over"?
1. Of presiding over the senate is only one item that a vice President needs to know.
2. How to preside over the senate is only one item that a vice President needs to know.

The first one is grammatically wrong and has no clear meaning. For this reason, there is no value in answering your question. (I don't mean to be rude by saying this). I would guess that the writer's meaning is in fact the same as in sentence number 2.
