It means "when you met someone for the first time". So when you want to say "I met him for the first time" in Japanese, you could say "Anatani deatta toki" in Japanese.

It means "the moment you met". So if you put "Kare ni deatta toki kara ureshii" it would mean "from the moment I met him Ive been happy. "
