Do we say 'Tell the news to him'?
Or we just say 'Tell him the news'?

"Tell him the news" is the correct version.

Either I think would be understood and depending on context I think "Tell him the news" is better sounding.
examples:
I will tell him the news.
I will tell the news to him next. ( I think would be acceptable)
