i guess the turkish people living in the place you said speak "azerbaijani" as they are azerbaijan turks, there are no big difference but the words and pronunciation can sometimes be difficult to understand for each of us. some people claim that Turkish in Turkey has been affected by other languages and Azerbaijani Turkish is the pure form of Turkish. Anyway the situation is different but understandable :)
