Can a young person say that? I'm too old (to do smth). (to play with toys or something like that)

Yes. Age is relative, so a young person can say "I am too old..." and an old person can say "I am too young...". 16 year old: I am too old to play with toys. 60 year old: I am too young to get retirement benefits.
