It should be spelled "quarter" and it means a period of three consecutive months, or 89 days (356 days divided by 4). A financial quarter does not have to begin on the first of a month, businesses have their own rules about when their own financial quarters begin.
A "full quarter" means all 89 days of that period, not just part of it.

In this context, we are talking about a quarter if a year, ie. the previous three months. The financial statements must cover all three months to count as "a full quarter".
