깜찍이언니라고쓰고이쁜이라고말한다요
I have no idea about what it really means.
깜찍 is cute as i know
쓰고?? Writing?
이라고 like this?
and 말한다?

"깜찍이언니라고쓰고이쁜이라고말한다요" => 깜찍이 언니라고 쓰고 이쁜이라고 말한다요.
=> You write "cute (older) sister" and say "pretty face".
That is a direct translation, but it sounds a little unclear and unnatural.
And yes, 말한다 means say or speak, and 쓰고 is the connective("and") form of 쓰다 (write).
말한다요 with "요" after "다" is a nonstandard, dialect-like ending.
라고 in 이쁜이+라고 is a quote/restatement form, like "(call/say) AS/THAT ...".
So ~라고 말한다요 is "say that ...", but "call"(부른다) would be more appropriate here than "say"(말한다).
Overall, the sentence is improperly written (no spacing, a nonstandard expression) and not very clear.
