What does it mean and in what kind of configuration do you use it? Do you use with friends, close friends, relatives, beloved ?

It means time devoted to hanging out with the "bros." Bros is short for brothers, but in this case it's slang for "friends."
Examples of "bro time": going to the bar, playing video games, watching a soccer/football match.
