In North America, the two words have the same pronunciation: the 'a' is pronounced the the 'a' in 'after'. In England, the 'a' in 'halve' is usually pronounced like the 'a' in 'father'.
There differences between the pronunciations of these two words in other regions like Australia, New Zealand, Scotland, and Ireland are more subtle.
