use all powers
: '모든 것을 동원해서', or '수단과 방법을 가리지 말고', or '온 힘을 다하여' or '젖 먹던 힘까지 짜내서.'
to prevent smth
: smth을 막아야 한다.
'온힘을 다해서 smth을 막아야 한다.' would be not a bad translation.
