Meaning of government-run in paragraph?
Could anyone guide me the meaning of government-run in below paragraph? I think it's mean government authorized or government owned. Any expert could guide me on this?
Until the late 1980s, cannabis and opium were legal in India, sold in government-run shops and traded by the British East India Company.

government-run = government-operated = operated by the government
A family-run business is run (operated) by a family, not a company.

You are basically correct.
We can say "railways in my country are entirely government run" - meaning the state owns and operates them.
Or alternatively, "railways are privately run in the UK" - meaning private businesses "run' the railways.
