Are they both OK, Are you still learning/studying? It's never late to learn/study.?
It goes like this: How old are you? Are you still learning/studying? It's never late to learn/study.
I'm wondering whether learn and study are interchangeable.

Studying implies a more academic approach. Learning can imply both an academic approach and an independent approach. So yes, they can be interchanged but if you want to imply you are learning via a school study sounds more appropriate.
