Can you correct me and help ? What's the best way to speak on a topic ? You may get a topic to speak upon for let's say 3 minutes and you have no idea about where to start and what to start with. How would you speak on it for more than 3 minutes ? I had read somewhere that, if you have given a topic to speak upon and you have no idea about it. You should keep these three things in mind: health, money and people. I don't know how to relate these things while speaking on a topic.

I'm not sure I understand your question. But, I'm guessing you are given a topic and you want to know how to make a speech out of it? It would be great if you could tell us what topic or what sort of topic it is. Just say all you know about that topic, and link it to society if you can. I don't think it's necessary that you must link it to health, money and people...but do keep those in mind. For example, if you are given the topic 'Pollution', then you can talk about how pollution could affect people's health, and how the government should use money to solve these pollution problems.
