I'm now reading a text written in Russian concerning international relationships. I'd like someone to check out if my translation is correct.What I cannot especially understand is the part "дала талчок".
"Война против талибов дала толчок к трансформации внешгих параметров стратегических отношений в Центральной Азии."
=> The war on Taliban has stimulated the transformation of external parameters on military relationship in Central Asia.

Your translation seems fine to me. "Stimulate" is a good word for Russian phrase "дала толчок" )) I just think "Война против талибов" better to translate as "war against Taliban"

дать толчок means to give a start, to give rise, to trigger something. "Has stimulated" in your context is also ok.
