para mí suena mejor el verbo delante del sustantivo "Tengo el constante deseo de mejorar mis habilidades" puesto que "constante" aquí no categoriza pero es más bien algo subjetivo :)

"tengo un deseo constante de mejorar" suena más natural

Means "Tengo un deseo constante de mejorar mis habilidades." Means that you always want improve your skills, don't matter when. "siempre quieres mejorar sus habilidades, no importa cuando".
