yes-- a "linkage" is the state of being linked or a system of links
for example:
a linkage of nerves (many nerves linked together")
a linkage institution (an institution that links the people with the government)

Seldomly they can be interchangeable;
There's a link between Latin and Italian.
There's a linkage between Latin and Italian.
(although the first is more commonly heard.)
