how can it be used?
'plug a hole'
besides literal usage like 'people are trying to plug a hole in basement', how can that be used in news or political issue?

When there's information that spreads that people don't want publicized (like a scandal or something politically embarrassing), we say it's a news *leak*. So, to plug a hole means to stop where the news leak is coming from.
Usually, the information comes from an insider, someone who knows the person or works with that person. So plugging a hole in the leak means silencing that person so he/she doesn't talk to the media anymore.
