Can you help me to understand "could be" in the second sentence?
Beijing's first all-girls school in decades concentrates on boosting its pupils' self-esteem. Huaxia could be any Beijing hing school.
Is Huaxia actually same as the other high schools?

It means "Huaxia is a typical high school. Any other high school could be in this position and do the same, there is nothing special about this school that makes it different."

You could interpret this as meaning 'At first glance, Huaxia seems like any other Beijing high school. ( But when you look more closely, you realise that in fact there's something special about it.......)'
