What does this mean? What does "given" mean in this sentence? "This knowledge base, skill set, and attitudinal structure is essential in a democratic society where social information is largely uncensored, certain perspectives are privileged in the dominant discourse, and equal representation is not a given ."

If something is 'a given', you can take its existence for granted. It means that people in this situation can't automatically expect to have equal representation.

In this context I think 'a given' is something that is certain and obvious. For example: "Being a languages student, it is a given that I have good communication skills." So, you can be sure that I have good communication skills. :)
