1) List the jobs in order of importance. [ Is this sentence without verb? List - noun? ]
2) Why would the police search a house?
The police would search a house because they thought that there would be some evidence in there. [ Is this 2nd conditional? ]

1. List is a verb in your sentence.
2. It's not a second conditional. You have a main clause there, a causal clause and a that clause acting as a direct object.
