It is a way of saying, I do not want to answer. Also it could mean I have no opinion.

"No comment" means you don't want to answer or you don't want to say anything especially if the question or topic is sensitive.

It is a very common response when a journalist asks someone a question and the person is trying to give them nothing worth quoting.
