Is a laptop an electrical device? Yes. Remember the 'a/an rule'; if the next word starts with a vowel, use 'an'.

Normally, if something is an electronic device, we call it "an electronic device" and we do not call it "an electric device" (or "an electrical device.") Logical or not, the phrase "an electric device" usually means something that uses electricity to operate, but is not electronic. An example of an electric device would be an old-fashioned incandescent light bulb, or an electric heater, or a device containing a simple electric motor (like a vacuum cleaner or an electric drill). Originally, "electronic" meant "something containing an electron tube." Now it has come to mean thing make use of signal amplification or switching... and, thus, digital computer chips. Nowadays of course almost everything has chips in it. However, if the device seems as if it isn't very "intelligent," we would call it "electric." For example, I have an electric shaver--and I don't think it does have chips in it. And I have an electric toothbrush. It probably does have chips in it because it gives a signal every 30 seconds to remind me to brush each quarter of my teeth for that long, but I still call it an "electric," not an "electronic" toothbrush.
