what's the difference between "substitute" and "replace"? he's replacing the word "a" for "b". he's substituting the word "a" for "b".

If he is replacing A with B, then he is substituting B for A.

We substitute one thing for another, for example, a red vase for a blue vase. The items are typically very similar. We replace on old worn out, defective, or broken item with a new one.
