You can also use 新聞 instead of 要聞.
You can explain "loopholes" more in order to let readers understand. ex. 法律漏洞，商業漏洞
「多晶硅进口量居高不下韩台两大漏洞是主因」 you can say
「多晶硅进口量居高不下的主因是韩台两大漏洞」
「是太阳能光伏的情况」you can say 「內容有關太阳能光伏」
