Meaning: to give(receive) an "advance on salary"
I someone gets an advance on their salary, does it mean they get their salary increased?

To receive "an advance" on your salary means you're being paid ahead of time.
Example, let's say your salary is paid to you once a month on the 15th of every month.  Something happened and you need money on the 6th, and you ask for "an advance" on your salary, so that you get paid on the 6th instead of the 15th like you normally do.
