Hello,
I want to ask someone’s phone number in Turkish, and give my phone number. Is the following correct please?
Telefon numaran nedir?
Benim numaram 999 9999

It seems correct, yes. This one is also correct;
Telefon numaran kaç?
(Benim) Numaram 999 9999 or just "999 9999" is adequate

Yes, it seems correct. You can also use the following sentence to ask it in more formal way.
Telefon numaranı öğrenebilir miyim (alabilir miyim)?(Can I learn(get) your phone number?)
In addition when we give our phone number, we don't read the numbers one by one.
We tell the three-digit-number or two-digit number but read "0" seperately.
