They both convey the same meaning. A bit like saying: You may eat as much as you want. You may eat all you want. You can eat anything you want. You can eat whatever you want. Hope this helps :)

Both are fine and are the same. In addition to: Everything seems okay. Everything seems to be okay. you can say: It seems everything is okay.
